"At what point could a third party, like Batman, claim to offer a better wayâat least in terms of law enforcementâand build a loyal following?"
DC comics has been exploring this theme the last couple years. Batman set up a Big Brother system to watch not only world governments but also his fellow superheroes (whom he stops trusting for good reasons). A good idea, but everything goes badly, of course, because the computer-driven system Batman sets in place gets wrested from his control by villains.

HAHAHA!!! Harley, this one thinks the people of Gotham are made of cardboard. How quaint. But then there would be no one to laugh. Now that's just sad. And he doesn't even think the story of how the Bats became the thorn in my side is sad. Can't you feel anything man?! I scream everytime I think about it. No death to parents. No Bats! But I will say this, meeting a ninja is never silly. If only they were, it would be so much more devilishly fun. I never knew the Scarecrow was a corrupt official - I thought he was a doctor, or professor, or something ridiculous like that. But I will say this about this Kevin - his point about legitimate violence is a good one. The Bats shouldn't be allowed to lay his hands on us, just as long as we can take hold of the city.
HAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHA!!!
